Once Tha Outlawz were formed Tupac wanted to give them an alias. He eventually named them after a Political Enemy of the USA. He gave them all a nickname of a Dictator who resembled them in some way. Tupac only gave these aliases to the original members. Tupac's alias came from Niccolo Machiavelli who was not a dictator or an enemy of the USA.
